Each magic stick has a different ability, and to use it, the user pays with their life span; the remaining lifetime is measured with an Emblem on the wrist, which disappears little by little.
These magic sticks only disappear when a Magical girl uses up all of her lifespans, or if it is broken. A magical stick can be used by anyone, even by a man. Anyone who uses the stick, whether or not is the original owner, also pays with their life spans. If a Magical Girl loses her magic stick, she stops being a Magical Girl until she obtains another or recovers her own.
Magical Girls are Miserable or Unfortunate Girls who were all chosen by a Site Administrators from one of the 18 Mahou Shoujo Sites situated in Tokyo.The age groups for magical girls seem to range from elementary to High school age girls, excluding middle age women to elderly ones, while the Amount of misery inflicted on them to qualify them as Magical Girls seem to vary from simple bullying to more serious misfortunes (Rape, Abuse, Blackmail, etc...) but the misfortune needed to qualify being Chosen by the Mahou Shoujo Site seems to be at the point where the girl begins to seriously contemplate suicide as a way out, as seen with Aya Asagiri, Rina Shioi, Yuka Sumikura and Tsurara Takahashi or when the Girl begins to develop serious murderous thoughts/impulses towards their abusers (Sayuki Ringa, Asahi Takiguchi, Kayo Komura, Sakura Sakaki, Nijimi Anazawa, Kiyoharu Suirenji and Tsuyuno Yatsumura) or simply to be extremely depressed (Kosame Amagai, Mikari Izumigamine and Alice Misumi) or a combination of all three (Nanoka), the only exception to this seems to be Sarina Shizukume, who was chosen because she already naturally possessed immense Negative/Malignant Thoughts/Feelings that were further exacerbated by Tsuyuno Yatsumura cutting her throat.

The true reason why most heartbroken/miserable/unfortunate girls are given such Sticks are in fact in order to test humanity as a whole, The King plans on recreating humanity altogether by removing all of their Negative Energy and recreating them only with positive magical energy, Ironically the power needed to perform this feat is obtained by siphoning increasing amounts of magical negative energy from the Magical Girls who are given these magic-infused sticks.
The time limit gave by the King is exactly three Years, The Grace Period and ends at exactly August 11 at 19:23, if the needed negative energy is not met then the King will spare Humanity and deem that Negative Energy(Emotion) to be good, however, if the needed Negative energy is met by August 11 or earlier, then the Tempest starts without fail, utterly cleansing/purifying humankind of all negative thoughts.

Aya Asagiri is a high school girl who has problems both at school with almost lethal bullying and at home from her brother Kaname's physical abuse. One day a suspicious website pops up on her computer scre, showing a creepy-looking person. This person appears to take pity on her and announces that she will grant Aya magical powers. Later at school, Aya finds a gun that mysteriously appears in her locker. She is soon cornered by bullies and with nothing to lose, Aya fires the gun at them. The shot causes the bullies to disappear, but to her horror she finds out that they have somehow be killed by a train nearby. Aya feels as though she had somehow killed them, and is confused to find herself with longer red hair and blood flowing out of her eyes. She later finds out that she is not alone, wh a classmate reveals that she is also a magical girl. The classmate, known as Tsuyuno Yatsumura, becomes one of her new frids, while offering to help her get away from magical hunters who kill magical girls and only steal their wands. Tsuyuno teaches Aya about the power she has acquired and the physical changes it brings on to her body. However, the two girls do not know the reason for something that resembles a countdown clock on the website, and they fear it may be something really bad. After meeting a group of other fellow magical girls, all with differt powers and abilities of their own, Tsuyuno and Aya attempt to discover what the countdown really means, all while trying to make sure no one knows about their powers.

Months earlier, Aya attempts to kill herself by walking in front of the train, but she stops herself. At school, she is bullied by three girls in her class. Wh going home, she visits a stray kitt living under a bridge she is taking care of. At home, she gets abused by her brother Kaname. Once he leaves, her computer lights up and the Mahou Shojo site appears on scre. After calling her unfortunate, it says it will give Aya a magical power, but she turns the computer off. The next day, Aya learns that the kitt was killed. At school, she finds a toy gun with a heart barrel in her shoe locker. Afterwards, she is bullied by the three girls again, this time with the help of a guy named Shota who wants to rape her. Aya manages escape but Shota and Erika find her, and she shoots them with the toy gun and they seemingly disappear. Aya th hears screams. At the train station, Erika and Shota had be run over. Feeling guilty, Aya goes home and stays in her room. The following day after school, another one of the bullies, Sarina, attempts to take revge on Aya. Sarina blames Aya for Erika's and Shota's death. Wh Sarina holds and is about to cut Aya's tongue with a box cutter, time stops. Yatsumura ters the bathroom and slits Sarina's throat with the cutter.
