The second season of One-Punch Man anime series is animated by J.C. Staff, with Chikara Sakurai replacing Shingo Natsume as director and Yoshikazu Iwanami replacing Shoji Hata as sound director. Tomohiro Suzuki, Chikashi Kubota and Makoto Miyazaki reprised their roles as series composer, character designer and music composer, respectively.
The second season aired betwe April 9 and July 2, 2019, while a television special recapping the first season aired on April 2, 2019.
The oping theme song is Uncrowned Greatest Hero (静寂のアポストル , Seijaku no Apostle , lit. Quiet Apostle) by JAM Project, and the closing theme is Chizu ga Nakutemo Modoru kara (地図が無くても戻るから , lit. Ev Without a Map, I'll Return) by Makoto Furukawa.

Saitama and Gos are returning from the grocery store wh they see King, S Class Hero Rank 7. King isn't actually the strongest man alive but a ordinary Otaku who happed to be at the place where monsters were destroyed and was giv the credit. He is running from an emy but Saitama rescues him. King realizes that Saitama had saved him in the past after saving him from being attacked yet again. Afterwards, Saitama plays video games with King while Gos gets upgrades from G4's equipmt after defeating the robot. The Presidt of the Hero Association announces that he will be hiring villains; Speed O' Sound Sonic leaves the meeting after discovering Saitama was not prest. A man named Garou interrupts the meeting.
During the meeting, Garou insults both the heroes and villains, saying that he is on the side of monsters and declares everyone as his emy. He beats up everyone except Sitch to sd a message. Meanwhile, Saitama is at his house playing video games on the PlayStation Portable he stole from King, and Gos is doing chores wh Speed O Sound Sonic shows up at the door trying to find Saitama. While Gos and Sonic fight elsewhere, Fubuki, going by Hellish Blizzard, arrives to invite Saitama to her faction. Failing to convince him, she orders her underlings to attack him, but Saitama easily beats them. Fubuki attacks Saitama with her psychic abilities to no effect. He berates her for surrounding herself with weaker underlings to make herself look stronger, warning Fubuki that she could evtually face a villain stronger than her whole faction. Saitama proclaims that factions are useless, and warns the esper to never insult heroes again. Fubuki ignores his lecture and tries to attack him again, but Saitama sees Sonic and Gos fighting and saves Fubuki from an immint explosion. Their fight is in stalemate, as Sonic is too fast while Gos is too durable. Gos tries to create a huge explosion, but Saitama knocks Gos down to stop him from destroying Saitama's apartmt. Saitama th challges Sonic, and hilariously surpasses Sonic's shadow clone move with Killer Move: Serious Series Sideway Jumps (by side jumping really fast). Sonic is shocked, and crashes to the ground, badly bruised and defeated. Fubuki watches the whole thing in awe of Saitama defeating such an obviously powerful oppont with ease.

Later in Saitama's apartmt, Fubuki reveals she is the younger sister of Tatsumaki, S Class Hero Rank 2. Due to Tatsumaki being overwhelmingly strong compared to her, Fubuki gathers underlings to be stronger. Gos asks why she doesn't strive to be Class A Rank 1, but Fubuki says she can't surpass Amai Mask, the currt holder of the position. Elsewhere, Amai Mask brutally kills a monstrous caveman named Suppon, emphasizing her point. Fubuki tries to convince Saitama again to join her faction, but Saitama refuses. Fubuki berates him for being low in the ranking but is shocked wh King arrives to retrieve his video game. Saitama tries to explain that he accidtally broke the PSP as well as erased King's saved data. The Hero Association gives Saitama the hero name Bald Cape because of his appearance, while Gos is named Demon Cyborg due to his aggressive attacks. In the closing sce, Garou defeats Tank Top Vegetarian in an alleyway.
At the start of the episode, Silver Fang severely beats and expels his pupil Charanko from his dojo. Charanko goes to Saitama and Gos to understand his master's sudd change in attitude, noticing that King and Fubuki are also in Saitama's apartmt. Gos correctly deduces that Charanko was kicked out because of the reappearance of Garou, one of Silver Fang's previous studts, and that Bang likely expelled Charanko to keep him out of Garou's way. While walking home one night, Charanko happs upon Garou picking a fight with Mum Rider, the Class C Rank 1 Hero. Before they could fight however, Tank Top Vegetarian and his crew arrive to confront Garou. Garou easily defeats Tank Top Vegetarian again, but Tank Top Master interves. Garou is excited as he gets to fight an S-Class hero for the first time. Tank Top Master gains the upper hand, but before he could deal the finishing blow, Mum Rider jumps in to take the hit, saying that its wrong for heroes to kill humans. Garou seemingly apologizes for his actions, but Tank Top Master sees through Garou's deception. He lands a strong blow forcing Garou to use his trump card, the Water Stream Rock Smashing Fist, Bang's signature style. With it, he defeats Tank Top Master, Mum Rider, Charanko and the tire Tank Top gang. Bang calls his brother Bomb to help deal with the Garou threat, and they stumble across the Tank Top's crew's and Charanko's beat bodies.
The next day, Saitama visits Mum Rider in the hospital, and learns about Garou's martial arts from Tank Top Master. Garou finds a boy named Tareo who is reading a hero almanac that describes each hero's movesets, and plans to take out Class A Hero: Gold Ball, which he later accomplishes. Meanwhile, Saitama wishes to see what martial arts are about and Charanko gives Saitama a ticket to a mixed-martial arts tournamt. He warns Saitama that the tournamt will disqualify any impersonators, but Saitama doesn't list. After beating up a pimp, Garou counters Saitama, who is planning to buy a wig for the tournamt. Mistakly thinking Saitama wants to fight him, Garou tries to chop Saitama, but his attack has no effect. Annoyed, Saitama chops Garou on the back of the neck, and knocks him out. In the post-credit sce, Gos catches Saitama putting on his wig, so he asks Dr. Kuso over his phone to implant artificial fibers to give Saitama the appearance of hair, much to Saitama's annoyance.

Wh his father tells him that the good guys will always win, Garou finds it unfair to the monsters, finding they were always the ones trying their best to win, but lost because they were se as freaks. Unwilling to accept the status quo, Garou resolved to become the strongest monster and change the scario. Garou wakes up from his defeat against Saitama, with no memory of what happed. Garou meets up with Tareo and sees Watchdog Man and Metal Bat, and plans to find them. Saitama signs up for the fighting tournamt, and looks over a list of the contestants wh Sour Face, a former disciple of Bang, shows up. Sour Face plans to win the tournamt to be famous like Bang, and reveals that the year before a contestant named Wolfman won the tournamt. However, authorities found the real Wolfman tied up, and added a new rule against any participants wearing disguises, forced with a lifetime ban, as well as a heavy fee. It is also revealed that 6 months ago Garou rampaged through the dojo, disabling many of the studts, including Sour Face. Garou th received a beating from Bang and was expelled from the dojo, which also caused Sour Face to quit. Wh Sour Face insults Charanko, Saitama points out that at least Charanko was brave ough to fight against Garou one on one while Sour Face quit, and vows to win the tournamt which angers Sour Face. Meanwhile, the Hero Association plans to protect its officials from monster attacks by assigning S Class Heroes. King manages to get away by lying that he's fighting against a secret boss wh in reality he is playing a video game. Metal Bat is forced to babysit Narinki, a VIP sponsor of the Hero Association, and his son Waganma at a Mouse Sushi restaurant in S-City instead of watching his little sister play piano. Wh Metal Bat receives a call from his sister, two monsters named Junior Ctipede and Vus Mantrap attack Nanrinki but Metal Bat easily kills them.
